Annual Assessments for Home Schooling

Grade 1, Grade 2, and Grade 3

  • Commercially published norm-referenced achievement test
    • Iowa Test of Basic Skills, the California Achievement Test, the Stanford Achievement Test, the Comprehensive Test of Basic Skills, the Metropolitan Achievement Test, a State Education Department test, or another test approved by the State Education Department (i.e., Personalized Achievement Summary System (PASS). The test can be administered at the parents’ home or at any other reasonable location, by a New York State certified teacher or by another qualified person with the superintendent’s consent.
    • Alternative evaluation methods to be chosen by the parent. Any resulting cost shall be borne by the parent.
      • A written narrative prepared by:
        • A New York State certified teacher;
        • A home instruction peer group review panel;
        • A person, who has interviewed the child and reviewed a portfolio of the child’s work and certifies that the child has made adequate academic progress.

Grade 4, Grade 5, Grade 6, Grade 7, and Grade 8

  • Commercially published norm-referenced achievement test
    • Iowa Test of Basic Skills, the California Achievement Test, the Stanford Achievement Test, the Comprehensive Test of Basic Skills, the Metropolitan Achievement Test, a State Education Department test, or another test approved by the State Education Department (i.e., Personalized Achievement Summary System (PASS). The test can be administered at the parents’ home or at any other reasonable location, by a New York State certified teacher or by another qualified person with the superintendent’s consent.
    • Alternative evaluation methods to be chosen by the parent. This alternative form of evaluation may be used no more often than every other school year for these grades. Any resulting cost shall be borne by the parent.
      • A written narrative prepared by:
        • A New York State certified teacher;
        • A home instruction peer group review panel;
        • A person, who has interviewed the child and reviewed a portfolio of the child’s work and certifies that the child has made adequate academic progress.

Grade 9, Grade 10, Grade 11, and Grade 12

  • Commercially published norm-referenced achievement test
